I don't know the 400, but other Deere backhoes use the transmission/charge pump to feed the hydraulic system. Your pump is apparently losing prime and has to be revved up to recover. Check your pump suction side for leaks. I took it to the dealership they kept it for over a month. When I went to pick it up, they told me it was an adjustment.
