They weren't made at an even x-number per year, so extrapolating your serial in that range isn't going to be exact. If the production was relatively linear then I'd guess 1928- ish. The guns had a name and yours was know as the 38 Military & Police. Serial numbers beginning with an S were produced from 1945 until 1948. In 1945 they started with S811338 and went to 999999 in 1948. Based on your serial number yours was probably late 1947 to early 1948. In 1957 the 38 M&P became the model 10.The first J-frame Chiefs Special, s/n 1, was made October 24, 1950. In 1957 S&W began using model numbers. The Chiefs Special was assigned number 36 at s/n 125000. The serial numbers reached 786544 in 1969.
