So my basic understanding of what Pitt is doing is it is targeting a certain sort of enrolled class, which will have a variety of different characteristics, including net tuition (tuition minus any grants being paid), a balance of in-state and OOS students, and anything else Pitt considers desirable. He also got honors at UMass at 16K merit per year, making UMass still more expensive than Binghamton, but less than Pitt, so Pitt is the most expensive. He visited UMass and liked the tour and his department/program but didn’t like it enough to pay the extra (his words, not mine).If Pitt OOS tuition is same as Purdue, I wouldn't mind to pay it without getting scholarships.
