I tend to just try and avoid engagement until im 100% sure, if I feel risky I can use the mumble + jump and see if they answer in bear/usec/scav language, and a jump is nothing the AI does. if there is a firefight its easy to tell the AI scavs from players, always help the AI scav to get karma, but yeah, im with you there, its hard, specially .... Seeing a yellow crown means they are edge of darkness, so they are a Premium Edition PMC. Most Russian names are usually scavs, but certain scav names will signify a raider.
