cut the cable and get a new winch. you could try prying down with a big crow bar while trying to winch it down but it sounds like some is broken or stuck inside the winch. you might also be able to reach inside of the spare from the top to unbolt the winch from the frame but the bolt heads do face downward. drive a hybrid, i need your gas.-Drop spare to wash, re-inflate, apply tire coating, Spray the wheel with Fluid Film. - Check FPDM on the frame crossmember above the spare. Yeah, the lock that plugs the winch hole in the back bumper. A squirt of lock lube once a year will ensure it's not jammed when you need to lower that tire.
