I agree...I struggle with ring annoints, as most of my favorites are expensive for when I'm still changing jewelry around. arc chain + 1, imbue range 25% is my normal go to, but the two other arcs (25% damage and 25% range) are cheap until then. 70 quant is rough for me, especially this league.ring anoints are a joke, and really aren't even worth the time or oils put into them. I use empowering tower range and empowering tower effect and I can at least confirm the range one is working. my empowering tower range is definetly working since the AoE of them is now huge so maybe it depends on the annointment itself.
